Participation, registration and credentials


Registration

Registration for the Plenipotentiary Conference is carried out exclusively online. Provision of information through the online registration system does not exempt Member States from the need to submit an original credentials document (see Credentials section on the right).

Designated focal point for participation (DFP)

Each focal point will receive a username and password providing access to the on-line system. In exceptional circumstances, where online registration is not possible, focal points for participation are requested to contact the Conference Registration Service by e-mail at PP14registration@itu.int or by facsimile at +41 22 730 6627 in order to obtain a registration form.

Pre-registration


Pre-registration using the online system is highly recommended for all participants in order to avoid delays upon arrival at the Conference Registration Desk. Pre-registered participants will receive a confirmation letter, by e-mail, within three (3) working days of receipt of the completed registration form.

Special registration procedures and security measures for high-level delegates


Special procedures to facilitate the participation of high-level delegates at the Plenipotentiary Conference are provided below. As a security measure, all participants are required to wear a photo badge to access the conference venue. In order to avoid unnecessary delays upon arrival, the Focal Point for participation is requested to pre-register high-level delegates using the online system and, in addition, to send a certified electronic photograph of such delegates to the ITU PP-14 Registration Service by e-mail to sg‑registration@itu.int by 19 September 2014 at the latest (photo must be good quality in .jpg format, with a standard passport layout). Badges may be collected by an official representative of your delegation at the PP‑14 Registration Desk at BEXCO (Busan Exhibition and Convention Centre) from Friday, 17 October 2014. Please note that this special procedure is reserved strictly for pre-registered Ministers or ministerial-level delegates only and for whom a photograph has been provided in advance. Badges for all other delegates will be issued upon arrival.

Delegations planning to attend the conference accompanied by their own National Security Close Protection (CPT) are requested to contact the ITU Head of Protocol and Security Division, Mr Drew Donovan (security@itu.int), for any special security-related needs as early as possible to enable timely preparations.

Important information on Opening Ceremony


​For security and protocol reasons, the opening ceremony for PP-14 will require the collection of passport information* from participants via the registration system. The Host Country, the Republic of Korea, would like to cordially request the cooperation of focal points, and ask that you refer to the below information before moving ahead with the registration procedures.

For security and protocol reasons, passport information* is required for those who attend the opening ceremony of the 2014 ITU Plenipotentiary Conference. The information must be submitted at least two weeks before the opening ceremony. Please be informed that participants who have not provided passport information in advance or those who provide information that does not exactly match the corresponding passport will be unable to attend the ceremony.

To attend the opening ceremony, please take the following two-step procedure:
  1. Signing up: Participants who wish to attend the opening ceremony must request their Focal points to check the box on the on-line registration form stating 'I wish to attend the opening ceremony (20 October)', and input their passport information below.
  2. Security stickers: On the day of the opening ceremony, participants must bring their passport or resident registration card (for Koreans) and visit the security sticker distribution desk to collect their security stickers. The stickers will only be issued for participants who have signed up in advance, and please note that those who do not possess a security sticker will not, under any circumstances, be allowed into the opening ceremony.

*All information provided will be held in absolute confidence and will be destroyed after the ceremony. The Host Country, the Republic of Korea, will be fully responsible for the collection and management of the provided information.

Conference official identification badges

​​Participants are required to present their confirmation letter to the Conference Registration Desk, together with an official identity document bearing a photograph (e.g. passport or driving license) in order to obtain a conference badge. This badge must be worn at all times when entering or inside the conference premises.
