Development of transparent and accountable government is one of the five key priorities of institutional reforms determined by Head of State. Government agencies` “openness” was defined by the President of the Republic of Kazakhstan in “100 Specific Steps” nation plan. Kazakhstan is embracing the concept of transparency by implementing the Open Government project, which was launched in 2013. “Open Government” project objective is to implement transparency and accessibility principles and possibility of repeated usage of data generated by government, quasi-government organizations and empower citizens. This project enables citizens to be aware on key and socially- important areas of government’s activities and take active part in the decision-making process.
