ITU Workshop on the establishment of Internet Exchange Points (IXPs) to advance inter-connectivity, 28 September 2015, Geneva, Switzerland

​Paragraph 50 of the Tunis Agenda calls for the establishment of national, regional and sub-regional Internet exchange points (IXPs)as a strategy for increasing affordable global connectivity, thereby facilitating improved and equitable access for all. This call has been reinforced repeatedly including in Opinion 1 of WTPF 2013 and PP14 Resolutions 101 and 102.

This workshop, co-organized by BDT and TSB, aims to provide insights on the value of IXPs in leveraging the benefits of connectivity through potentially reduced transmission costs, optimized Internet traffic, improved Quality of Service among others.  This workshop will discuss widely accepted best practices for the design, installation and operation of IXPs. Issues concerning peering as an effective way for Internet Service Providers (ISPs) to improve the efficiency of operations and interconnection business relationships will also be discussed, including related policy and regulatory challenges.

Dr Shamika Sirimanne

In her current capacity as the Director of ICT and Disaster Risk Reduction Division of UNESCAP, Ms. Sirimanne leads the Asia Pacific Information Superhighway initiative. During her tenure with ESCAP, Ms. Sirimanne has served as the Secretary to the ESCAP Commission, headed the trade facilitation programme of ESCAP, and led the macroeconomic policy work and ESCAP’s flagship publication, Economic and Social Survey of Asia and the Pacific. Before joining ESCAP, Ms. Sirimanne was with the United Nations Economic Commission for Africa, where she led the economic policy team. Ms. Sirimanne has also worked for the Canadian Ministry of Finance and the World Bank. She has a PhD in economics.

​Mr Malcolm Hutty

Mr Malcolm Hutty is the Head of Public Affairs at LINX, the London Internet Exchange, and also acts as the Regulatory Affairs spokesman for Euro-IX, the association for Internet Exchange Points in the European region. In his position at LINX, Malcolm's role involves liaising with government and regulatory authorities on behalf of the LINX membership, representing the interests of members to government and briefing members on regulatory developments. As well as Internet Exchange Points, his areas of policy expertise include global Internet governance, content regulation and carrier liability policy, security and infrastructure protection.  From 2008-2013, Malcolm was President of EuroISPA, the pan-European organisation of membership associations representing the interests of Internet Service Providers.

Mr Željko Drašković
Employee of University of Montenegro – Center for Information System (Operator of MIXP Montenegro Internet eXchange Point)

Mr Željko Drašković is  the Head of Technical Operations at MIXP and System engineer for .ME domain and accompanying services.
He has almost 20 years of experience in Internet industry. 
He started at "Internet Crna Gora" - first commercial ISP in country being in charge of international upstream and downstream connectivity, doing daily BGP re​lated operations. Later he moved to "doMEn - .ME registry" taking Chief Technical Officer position, responsible for DNS anycast operations and EPP domain registration system. As a result of experience, he has been involved in preparing the "Feasibility study on establishing IXP in Montenegro". Following guidelines in that document as well as recommendations, suggestions, remarks and operators best practice, he has made initial network design for MIXP and actively worked on installation an​d configuration.

Mr Modou Sall

He joined Sonatel in 2001, and he’s currently the Head of Infrastructures and Broadband Services,4G and Datacenter project Director. In particular, he’s responsible of Sonatel’s  Data mobile development program. He conducted several activities: Internet Transit Nodes expansion, IPTV and IPv6 deployment. He's also involved in Cloud transformation for Sonatel as Business Architect. He represents Sonatel at the IXP's national technical committee.

Prof Dr Sureswaran Ramadass is the Emeritus Chair, IPv6 Forum Education Programme.  He is also the Malaysian IPv6 Forum Chairman and Head of the IPv6 WG, MYREN (Malaysian Research and Education Network), former Chairman of APAN (Asia Pacific Advanced Network).  He was the founding Director at the National Advanced IPv6 Centre of Excel​​​lence (NAV6), Universiti Sains Malaysia.
